Hilarious. When I first saw one I thought it was an unusual urinal. It's called a bidet.

A bidet.. They have them here in Japan too.. my sister had a very funny experience with one once!
It's not just in France. When I was stationed in Sardinia (huge island off the west coast of Italy), those that lived in the local homes had bidets. One American lady planted flowers in hers. One little girl came to my house and tried to use it as a drinking fountain and got sprayed in the face.
Its a bidet not a drinking fountain.
