Many cosmetic brands are trying to make the natural type of products, but go with (But's Bees). I've had success with this brand and I've been satisfied with every product from them that I've tried. I know they do make a rose water toner but have not tried it (yet). I will try it during the winter since rose products work best for normal/dry.

Rose water is always on sale in Boots as is Lavender water, ask an assistant at a bigger store. Alternativley, try a health food store.

Are you talking about rose flower water? I got some (in a small blue plastic bottle) at BevMo a few years back. Not sure if they still sell it, and not sure if it's what you need. . . .
go to an old style chemist; or try a health shop; or have a chat with the new owners and ask them can they order it in for you.
